The visit of WFZO representatives to Serbia
WFZO representatives, Dr Samir Hamrouni, CEO WFZO and Ms. Nika Manuka, regional director of WFZO were on a three day visit to Serbia.
On the first day of the visit, meetings were held with the State Secretary in the Ministry of Finance, Mr. Nenad Mijailović and Assistant of Minister of Finance for customs system and policy, Ms. Vesna Hreljac Ivanović. On the meeting, Mr. Hamrouni presented WFZO organization, and at the same time emphasized that WFZO would be honored if Ministry of Finance joins the organization.
On the second day of the visit, within the 4th Business Forum Expo - Russia Serbia which took place from 15 to 17 March in the congress center of the hotel Metropol Palace, in cooperation with the Group of Free Zones CCIS and WFZO (World Organization of Free Zones) was held a Scientific - Practical Workshop titled "Free zones and industrial parks of the future."
The workshop topics were new ways to establish a favorable business climate for investors in zones, to help investors to make their projects more effective and how does affect the business climate on the quality of the investment process. The aim of the workshop is to create an action plan and tools for cooperation with investors.
There were more tahan fifty representatives of investors, special and free zones and industrial parks in Russia, Belarus, Armenia, Georgia, Kazakhstan, Kyrgyzstan, Macedonia, Croatian, Polish, Bulgarian, Czech Republic, Latvia, Lithuania, Estonia, Moldova and Uzbekistan.
The conference was opened by Dr. Samir Hamrouni, CEO WFZO, President of Zarubeh Expo OJSC Mr. David Vartanov and Mr. Žarko Malinović, Secretary of the Association of Trade of CCIS.
Moderator of the workshop was Mr. Dragan Kostić Ph.D., President of the Group of free zones of Serbia and the Executive Director of the Free Zone Pirot.
Presentations were made by the Director of Administration of Free Zones of Serbia, Mr. Milan Ristić, a representative of the Agency for Foreign Direct Investments of Bosnia and Herzegovina Ms. Nina Pobrić, a representative of the industrial parks of Russia Mr. Sergei Vorodin, representative of "Rezekne" SEZ Larvia Ms. Ežmale Sandra, Director of the Directorate for Technological and Industrial Development Zones of Macedonia Mr. Viktor Mizo, adviser of the director of SEZ Bishkek from Kyrgyzstan Turusbekov Baktybek, a representative of Bulgaria Investment Agency Mr. Svetislav Gatev and regional director of WFZO Ms. Nika Manuka.
After a successful practical - scientific workshop in Belgrade "Free zones and industrial parks of the future" and the visit of Free Zone Smederevo, CEO of the World Free Zone Organization (WFZO), Mr. Samir Hamrouni PhD and Regional Director for Europe and Balkan countries, Ms. Nika Manukova, accompanied by Mr. Milan Ristić, Director of the Administration for Free Zones of Serbia and Mr. Vidak Tomić, senior advisor, on 17 March 2017 visited Free Zone Pirot.
During the visit was organized a tour of the zone and its users. Delegation visited Tigar Tyres and Tigar AD companies and other production companies which operate in the zone.
Director of the Administration of the Free Zones of the Republic of Serbia, Mr. Milan Ristić, believes that this is a very important visit of the first man of the World Organization of Free Zones, which aims to assure the quality of the work in the Free Zone of Pirot.
Representing the City of Pirot guests were received by the Mayor, Mr. Vladan Vasić MSc.
The aim of the visit is to familiarize with the capacities of the free zones of Serbia and examine the possibilities of the organization of WFZO Annual International Conference and Exhibition of free zones in May 2019.
WFZO annually holds convention of free zones attended by representatives of free zones and industrial parks from more than 70 countries.
This year, in early May, the conference will be held in Cartagena, Colombia, where it will be considered the candidacy for hosting the annual World Convention in May 2019.
The first two conventions were held in 2015 and 2016 in Dubai which was attended by Director of the Free Zones of the Republic of Serbia, Mr. Milan Ristić and President of the Group of free zones of the Republic of Serbia, Dr Dragan Kostić.

Annual International Conference & Exhibition (AICE 2016)
Second Annual International Conference & Exhibition (AICE 2016), was organized from May 9-11, 2016 in Dubai, UAE by World Free Zone Organization (WFZO).
AICE 2016 focused on the theme: “Global Value Chain: Opportunities for Free Zones of the future” and it brought together more than 100 world-class lineup of thought leaders, academics, policy makers, multi-lateral organizations and high profile business personalities from around 60 countries, who presented the latest research on the impact of free zones, and their role in regional and global value chain.
The day before the opening ceremony Ministerial meeting was held in office of His Highness Sheikh Ahmed bin Saeed Al Maktoum, President of the Department of Civil Aviation, CEO and Chairman of The Emirates Group and Chairman of Dubai World.
During conference, a visit was organized to “Dubai Airport Free Zone”, the most successful free zone in the world.
Republic of Serbia was represented by Mr. Milan Ristić, director of Free zone Administration within Ministry of finance and Mr. Dragan Kostić, President of group of Free zones of Serbia in the Serbian Chamber of Commerce.
During the conference, discussions were held with representatives of the World Bank, representatives of free zones in the United States, as well as many conference participants.
Milan Ristić recives the "Captain Miša Anastasijević” award
On 30 March in Smederevo, director of the Free Zones Administration, Milan Ristić, was awarded the award "Captain Miša Anastasijević" for improving the business environment. The recognition is given for specific business and social results in a calendar year.
Tigar Tyres opens new production facility in Free Zone Pirot
Michelin Group and its company in Serbia, Tigar Tyres, opened a new mixing mill, which will enable the factory in Pirot to run at full capacity and produce 12 million passenger tyres a year.

This investment project began in 2013 and was worth EUR 215 million. The company has a 3,000-strong workforce.
The ceremony was attended by Her Excellency Madame Christine Moro, Ambassador of the Republic of France, Head of Michelin for Central and Southern Europe Eric Faidy, Tigar Tyres Director Gary Scheide, Director in Free Zones Administration within Ministry of Finance Milan Ristić and local officials.
Tigar Tyres exported last year the products worth 295 million euros in Europe, CIS and the Middle East, making this factory the third largest exporter in Serbia.
Confindustria delegation visited city of Smederevo and Free zone Smederevo
City of Smederevo hosted Mr. Edoardo Garrone, Vice President of Confindustria Italia and President of the ERG group, Mr. Erich Cossutta, President of Confinustia Serbia and Mr. Milan Ristić, director in Free Zone Administartion.
On this occasion, meeting was held which was attended by representatives of Confinustria, Dr. Jasna Avramović, mayor of the city of Smederevo, and Mr. Milan Ristić, director in Free Zone Administartion within Ministry of Finance.
Participants discussed about the economic and regional development of the city of Smederevo, as well as the potential that city has to offer.
After the meeting, the delegation visited the free zone Smederevo in which investments are realized by four Italian companies.
Founded in 1910 Confindustria is the lead organization representing the manufacturing, construction, energy, transportation, ITC, tourism and services industries in Italy.
It brings together 150.012 voluntary member companies of all sizes, amounting to 5.434.352 employees. The organization consists in 86 local Associations established in 14 Regional Confindustria locations, 98 Sectorial Associations, 8 National Sector Federations, and 11 Associated Members.
Transparency, liberalization, privatization, tax reform, the development of the Mezzogiorno, new policy directions in research and innovation, infrastructure, environment and social security are some of the Confindustria initiatives promoted at various levels with the main political and administrative institutions, including Parliament, the Government, unions, and other social forces, as well as in the political arena and in the sector of industrial relations, aimed at encouraging improved competitiveness for Italian enterprises.
Milan Ristić receives award “Evrokorak”
At the 7th award ceremony “People for new time – personality of the year” which is traditionally organized by Puls radio from Pirot and media Ani press with the support of local government, awards were delivered to prominent citizens and representatives of institutions and organizations that contribute to a better quality of life and positioning of Pirot in the general public.
The citizens of Pirot, who gathered in large numbers at a ceremony in the hall of the Serbian Military Club, applauded the winners who over the past year, according to the opinion of the local community, made the greatest contribution to the development and promotion of their city.
The award “Evrokorak” was delivered to Milan Ristić, director of Free Zone Administration for all he has done for development of Free Zone Pirot and Municipality of Pirot.
Additional awards in this category were received by the Defence Minister, Bratislav Gašić, Minister of Economy, Željko Sertić, CEO of Tigar Tyres, Gary Scheide, former State Secretary in the Ministry of Youth and Sports, Dragan Atanasov and executive director in NALED, Violeta Jovanović.
New fiscal incentive offered to free zone users
In accordance with the Law on amendments to Law on Value Added Tax (“Official Gazette of the Republic of Serbia”, No.93/2012, into force from the 28th of September 2012, applicable from the 1st of January 2013), new fiscal incentive to free zone users is introduced:
VAT shall not be payable on:
5) entry of goods into the free zone, transport and other services to the users of free zones, which are directly associated with the entry of goods into the free zones, and on trade of goods and services in the free zone, for which the taxpayer – acquirer would have the right to input tax deduction in case of obtaining such goods for the conduct of business out of free zone;
GLOBAL TOP 50 ZONES OF THE FUTURE FOR FDI
Two Serbian free zones, Pirot and Zrenjanin, achieved extraordinary global success. Free Zone “Pirot” was listed as No. 41, and industrial zone “Jugoistok-Ečka”, which is part of Free Zone “Zrenjanin”, No. 48 in the list of top global zones for foreign direct investments. In the research participated more then 600 zones from more then 100 countries, while in the world operate over 10.000 free zones.
The ranking was carried out by FDI Intelligence, the No.1 center for ranking foreign direct investments in the world, and it was published in the FDI Magazine Financial Times. The judging criteria were:
1. General information about the zone (total size, expansion in land area, plans for expansion, employment, office space, etc.),

The Free Zones Administration has an active role in the free zones development in Serbia. Free zones development strategy 2011-2016 introduced additional tax incentives for companies which conduct production activities in the zone (users of free zones are exempted from paying VAT on energy consumption), and simplification of customs procedure improved business conditions of free zones users.
Extension of the area of Free Zone “Novi Sad”
On the session of the 7th of June 2012, the Government of the Republic of Serbia adopted a decision of extension of the area of Free Zone “Novi Sad” in Novi Sad, an area of 41 ha 87 a 39 m². The mentioned area includes parts of cadastral parcels No. 10667/1 and 10667/4 Cadastral municipality Novi Sad I and parts of cadastral parcels No. 2498/2, 2498/30, 2498/32, 2555/1, 2555/14 and 2555/42 Cadastral municipality Novi Sad III, which represent fenced and marked unity.
The area of extension includes parts of Oil refinery Novi Sad:
- Oil complex
- Blending driver
- Bunker station.
The volume of investment provided will be EUR 81,3 million, of which EUR 4,3 million in the first year after inauguration of the zone.
Furthermore,the projected number of new jobs in the first two years after area extension is 150.
Free Zone “Kruševac”
On the session of the 30th of May 2012, the Government of the Republic of Serbia adopted decision of designation of the area of Free Zone “Kruševac” in Kruševac, an area of 64 ha 86 a 84m². The mentioned area includes cadastral parcels No. 1020/2, 1020/3, 1020/4, 1020/5, 1020/6, 1152/2, 1152/3, 1155/5, 1162/2, 1223, 1307/2, 1308/2, 1309/7, 1309/13, 1332/3, 1335, 1345, 1353/1, 1353/2, 1353/3, 1353/4 and 1359 Cadastral municipality Dedina and a part of cadastral parcel No. 37/1 Cadastral municipality Parunovac, which represent fenced and marked unity.
On the territory of this free zone will operate Chemical industry “Župa” Ltd restructuring and “Trayal corporation”.
The volume of investment provided will be approximately EUR 21,4 million, of which EUR 5 million in the first year after inauguration of the zone.
Furthermore, the projected number of new jobs in the first two years after opening is 120.
Designation of the area of Free Zone “South”
On the session of the 18th of May 2012, the Government of the Republic of Serbia adopted decision of designation of the area of Free Zone “South” in Niš, an area of 28 ha 48 a 38 m2. The mentioned area includes cadastral parcels No. 11/128, 11/130, 11/132, 11/155, 11/160, 11/171, 11/274, 11/275, 11/276, 11/277, 11/278, 11/279, 11/280 and 11/281 Cadastral municipality Donje Medjurovo, cadastral parcel No. 5476/1 Cadastral municipality Niš – Pantelej and cadastral parcels No. 4324, 4349/1 and 4349/2 Cadastral municipality Prokuplje Grad, which represent fenced and marked unity.
On the territory of this free zone will operate the following companies: “Yura Corporation”, “Shinwon”, Dytech F&F Serbia”, “LMB Soft”, “Benetton Serbia”, Metal Welding System”, “Tatko” and “Konus S”.
The volume of investment provided will be EUR 46,1 million in the first year after inauguration of the area, with 2.250 new jobs.
Extension of the area of Free Zone “Zrenjanin”
On the session of the 19th of April 2012, the Government of the Republic of Serbia adopted decision of extension of the area of Free Zone “Zrenjanin” to 91 ha 75 a 64 m2.
The area of extension includes parts of industrial areas “Jugoistok – Ečka” and “Bagljaš”. On the territory of industrial area “Ečka” will operate: “Medical Waste Disposal”, ITS “Balkan”, “Eurowind Body Parts”, “Alpin”, “Altis Chemical”, “MG Remedy Group”, “OM inženjering”, “Jovanović”, “Penfarm”. Furthermore, on the territory of “Bagljaš” will operate German company “Draexlmaier”.
Founding of the Free Zone Svilajnac
On the meeting that was held on 22nd of March 2012, Government of the Republic of Serbia adopted decision on approval of designation of the area of Free Zone "Svilajnac". Free zone will be placed on the 33ha, that sector of municipality Svilajnac is separated and put under the special regime of free trade.
Business forum Romanian and Serbian companies
On 21st of March 2012 there was held a Business forum of Romanian and Serbian companies in the Chamber of Commerce Serbia.
On the forum Free Zones Administration held a presentation, side by side with presentation of potential investments in Serbia by SIEPA.
The participants from Romania recognized companies from Serbia and held B2B meetings.
New fiscal incentive offered to free zone users
Users of free zones who perform production activities in the zone are exempted from paying VAT on energy consumption (electricity, natural gas, fuel oil and coal) in the free zones in accordance with article 6 paragraph 2 of the Rulebook on the manner and procedure of realization of tax exemptions on VAT with and without the right on deduction of the input tax (“Official Gazette of the Republic of Serbia”, No. 124/04… 79/11) if they submit proper documentation.
"INVEST EXPO", Novi Sad
In city of Novi Sad was held an international fair "INVEST EXPO". Meaning of this EXPO was to present investment projects from industries like mining, turism, environment protection, and some innovations of individuals or companies. On request from Serbian Chamber of Commerce, the Free Trade Zones Administration has promoted concept of free zones in Serbia on this important summit. Also some other visitors of this event were representatives of chambers of commerce of Adriatic – Ionian countries.

Fenced and marked part of the Republic of Serbia's territory where activities are carried out with many business benefits. Preferential customs treatment, tax relief and simlified administrative procedure make free zones investment attractive. free zones represent highly developed centers of technology, telecomunications, modern infrastructure and industry and logistic support.
